Make a Payment

Elizabethtown Borough offers two secure electronic payment systems:

• Web Inquiry Payment Portal (WIPP) allows residents to make payments on sewer and trash utility bills.
• MuniciPay allows residents and visitors to pay for services such as pavilion rentals, rental licenses, solicitor’s permits, and parking tickets.

For each of these electronic systems, payments can take up to 24 hours to process and a third-party service fee applies on payments via credit card, debit card, or e-check. Find additional information and links to access these systems below.

Electronic Payments for Sewer and Trash Utility Bills - Web Inquiry Payment Portal (WIPP)

Residents may make payments on sewer and trash utility bills through the Web Inquiry Payment Portal (WIPP) with Edmunds Associates.  In order to use this electronic system, the resident will need the pre-assigned pin number located on their quarterly utility bill. Residents may also call the Elizabethtown Borough at 717-367-1700 to obtain their unique pin number.

WIPP Specifics:

• Accepts all major credit cards and e-checks.
• User will incur convenience fees:

• 2.95% of the total payment will be added to all credit/debit card payments
• $1.95 will be added to all ACH/E-check payments

Electronic Payments for Other Services - MuniciPay

Residents are able to pay for various Elizabethtown Borough and Police Department services and/or fees using MuniciPay. Individuals’ use of MuniciPay should occur ONLY AFTER they have been in communication with the appropriate Borough Office or Police Department staff member. This is to ensure proper document submission or other information exchange. Individuals may also take advantage of MuniciPay when visiting the office and not carrying cash or check. 

MuniciPay Specifics:

• Accepts all major credit cards and e-checks.
• User will incur convenience fees:
  • 2.65% of the total payment or $1.50, whichever is greater, will be added to all credit/debit card payments
  • $1.50 will be added to all ACH/E-check payments.
