Request for Proposals and Bids

Elizabethtown Borough is currently seeking proposals and bids for several projects. Information on these opportunities can be found below and also on PennBID. Elizabethtown Borough reserves the right to accept any proposals and bids, reject any or all proposals and bids submitted, and to waive any informality in proposals and bids received.

1. Additions and Renovations to: ELIZABETHTOWN BOROUGH OFFICES, 56 North Market Street 

Electronically transmitted Proposals for the General Construction for the Additions and Renovations to: ELIZABETHTOWN BOROUGH OFFICES, 56 North Market Street will be received on the PennBid website on behalf of Elizabethtown Borough; until 3:00 PM prevailing time on February 4, 2020.  Proposals will be reviewed and publicly posted at that time. The Owner reserves the right to reject any or all bids and to waive any irregularity in the bidding.

The Work of the Project will include, but is not necessarily limited to providing all labor, materials, equipment and appurtenances for the Additions and Renovations to:  Elizabethtown Borough Offices. The Work, as defined in the Contract Documents, shall include selective demolition, new construction and general renovations to the existing building and surrounding site. 

All general construction bidders must attend a Pre-Bid Conference to be held at the Project Site at 10:00 AM on January 14, 2020.

Notice is given that the Project for which bids are being solicited hereby is a project subject to applicable provisions of the Pennsylvania Prevailing Wage Act of August 15, 1991. P.L. 987 as amended and supplemented; and appropriate prevailing minimum rates as promulgated under provisions of said act must be paid by contractors in connection with performance of the necessary work.

2. 2020 Paving Contract

Bids are being sought to complete the 2020 Paving Contract. The following streets or alleys are included:Highlawn Ave., Sherfield Ct., Sherfield Dr., Foxchase Dr., Foxfield Ln. All bids shall be submitted through PennBid (www.pennbid.net).  Bids will be accepted until Friday, February 14, 2020 at 9:30  a.m

All questions about the meaning or intent of the bidding documents are to be submitted in writing via PennBid.  Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda.  Addenda will be posted to PennBid and e-mailed to all parties recorded by PennBid as having received the bidding documents.  Questions received less than five (5) days prior to the date for opening of Bids may not be answered.  Only questions answered by Addenda will be binding.  Oral and other interpretations or clarifications will be without legal effect.

The bidder is required to visit and carefully examine the site of the project, the work proposed, the proposal and specifications and to compute the quantities of labor and materials necessary for this project.  The work of the contract must be reviewed and discussed with the Director of Public Works before a bid is submitted. 3. 2020 Sewer Pipe Replacement (Highland Ave, E Willow St, Foxchase Dr, & Foxfield Ln) Contract

Bids are being sought to complete the 2020 Sewer Pipe Replacement Contract. All bids shall be submitted through PennBid (www.pennbid.net).  Bids will be accepted until Friday, February 14, 2020 at 10:30  a.m

All questions about the meaning or intent of the bidding documents are to be submitted in writing via PennBid.  Interpretations or clarifications considered necessary by ENGINEER in response to such questions will be issued by Addenda.  Addenda will be posted to PennBid and e-mailed to all parties recorded by PennBid as having received the bidding documents.  Questions received less than five (5) days prior to the date for opening of Bids may not be answered.  Only questions answered by Addenda will be binding.  Oral and other interpretations or clarifications will be without legal effect.

The bidder shall inspect the project site upon appointment with the Director of Public Works. The Director of Public Works can be contacted by calling 717-367-1700.

4. 2020 Concrete Contract

Bids are being sought to complete the 2020 Concrete Contract for the installation of curb, sidewalk and/or handicapped ramps and storm inlet tops. All bids shall be submitted electronically (aroda@etownonline.com) or hand delivered to Ann Roda at 600 South Hanover Street, Elizabethtown PA 17022.  Bids will be accepted until 10:00 a.m. on Friday, February 14, 2020.

5. 2020 Stone Contract

Bids are being sought to complete the 2020 Stone Contract for stone supply for projects completed by Public Works. All bids shall be submitted electronically (aroda@etownonline.com) or hand delivered to Ann Roda at 600 South Hanover Street, Elizabethtown PA 17022.  Bids will be accepted until 9:00 a.m. on Friday, February 14, 2020.
