The Citizens College was created in the summer of 1999 by Borough Council and the Borough Manager as a way to accomplish two goals:

1. Engage and actively educate the 11,000 + residents of Elizabethtown about the work of their local government.
2. Foster a new group of community leaders.

Citizens College meets the fourth Thursday of each month. The program is limited to 20 students per year. All of the courses are designed to follow the activities and work of the borough office, and they are taught by borough staff members.
